For the last 6 years we have been in battle with DCC to provide my daughter who has complex needs with an education. My daughter has been denied education for 5 years now. The LA has failed her at every opportunity. Even failed to provide the necessary equipment she needed to access the curriculum. We had to crowd fund it. They ignore laws. Ignore timescales. Refuse to answer reasonable questions & treat them as complaints. They are not there to work with parents and support children. The whole ethos of DCC is to deny provision, gaslight parents blame parents and bully them.
